Jessica Silver is Chief of Staff and Vice President of Strategic Initiatives at HUC-JIR. In this role, she serves as a strategic and operational advisor to the President, oversees strategic planning and implementation of the College-Institute’s strategic priorities, manages the President’s Office and coordinates the implementation of presidential priorities, and oversees the Communications and Marketing Department and the Office of Recruitment and Admissions.

Prior to joining HUC-JIR, Jessica served as Assistant Comptroller for Public Affairs and Chief of Strategic Operations in the New York City Comptroller’s Office, where she was responsible for leading the Public Affairs Bureau, supporting agency-wide management, and implementing special projects. Previously, she served as Director of Strategic Operations in the New York City Comptroller’s Office, acting as strategic advisor and chief project manager to the First Deputy Comptroller. Prior to these appointments, she served as Director of Community Affairs and Constituent Services for the Manhattan Borough President’s Office, and before entering government, she served as Technical Assistance Advisor at the International Rescue Committee, providing training in organizational development to refugee-led community-based organizations around the United States.

Jessica received her B.A. in History at McGill University, in Montreal, Canada, and her Master of Social Work from Hunter College, with a concentration in Community Organizing, Planning, and Development.
