Our Commitment

Title IX of the Education Amendments of 1972 (Title IX) prohibits sex discrimination, including sexual harassment, sexual assault, dating/domestic violence, and stalking, in any educational program or activity of a recipient of federal funds.

Scope of Title IX

Title IX applies to:

  • Denial of an educational opportunity or other discriminatory treatment based on sex
  • Sexual harassment, including quid pro quo harassment and unwelcome conduct that is severe, pervasive, and objectively offensive that it creates a hostile environment
  • Sexual assault, dating and domestic violence, stalking, and other similar sex offenses
  • Retaliation related to the Title IX process

To fall within the scope of Title IX, the alleged conduct must:

  • Occur to a person in the United States
    In the context of an Hebrew Union College education program or activity (including certain off-campus and on-line/digital settings)
    Meet the applicable definition of sex discrimination under Title IX

Allegations that fall outside of these parameters will be addressed under Hebrew Union College’s other applicable policies.

Reporting a Concern

Any student, employee, or third party may report sex discrimination, including sexual harassment or misconduct, using the following procedures, regardless of whether the alleged conduct falls within the scope of Title IX or another policy. Reports may be made in person, by email, phone, or via the online reporting form.

Supportive Measures

Once a report is received, Hebrew Union College will offer non-disciplinary, non-punitive supportive measures designed to restore or preserve equal access to education in accordance with Title IX. These may include (but are not limited to):

  • Academic accommodations
  • Schedule changes
  • Mutual no-contact directives
  • Counseling referrals
  • Safety planning

Supportive measures are available regardless of whether a formal complaint is filed.

Grievance Process

After a formal complaint is submitted, Hebrew Union College will follow a structured Title IX grievance process that includes:

  • Written notice of allegations to all parties
  • An objective investigation
  • Equal opportunity for all parties to present and review evidence
  • A live hearing with cross-examination conducted by the parties’ advisors
  • A written determination issued by a decision-maker
  • An opportunity to appeal
